Heat the oil in a large skillet over medium heat.

Add the onion and saute until translucent and softened, about 4 minutes.
Add the garlic and thyme, and cook, stirring constantly, until fragrant, about 1 minute.
Add the butter, stirring constantly to melt.

Whisk in the heavy cream, salt, and pepper until incorporated.
Stir in the mixed vegetables and chicken.
Remove from the heat.

Transfer to the prepared baking dish.
Drop 12 (1/4-cupfuls) of dough evenly on top of the chicken mixture in the baking dish.
Rotate the pan from front to back halfway through the bake time.

While cobbler bakes, stir together the melted butter, Old Bay seasoning, and garlic powder.
